Who authorized that agent? Government will have to prove it.
Governments in the region will deploy AI agents in public services, inspection, procurement and citizen service before they can supervise them. Today, Unica records every act of an agent under the authorization of an identified person, in a signed record, in the public body’s own cloud account.

The problem
A guideline does not verify itself.
Regional organizations already write guidelines: in 2023–24 the OAS published the Inter-American guidelines on data and AI governance, and Chile updated its personal data protection law with Ley 21.719, published on 13 December 2024.
When an agent approves a payment, closes a case file or moves a citizen’s data, the question will be the same one a public official is asked today: who authorized it, under which rule, and how it is proven.
Today that answer depends on trusting the provider’s logs. For a ministry, a comptroller’s office or a financial supervisor, that is not enough.

How it works
Four steps, all with a signed record.
Authorization
An identified person authorizes the agent. That authorization is revoked with immediate effect.
Today
Agent act
The agent approves, decides or moves data under that authorization, and each act stays tied to the person who gave it. Refusal of acts outside that authority comes in 2027.

Signed record
Who acted, under whose authorization, and when. Every record is signed: a later alteration breaks the signature.
Today
Verification
Today, the signed record stays in the organization’s own cloud. Verification on one’s own machine, without access to Unica, comes with the verifiable evidence package: as a service in 2027 and as a product in 2028.
