Knowledge and reconstruction
What did the system know when the agent acted?
When an agent acts, what the organization knew at that moment matters.
What the signed record shows today
Today, Unica keeps a signed record of who authorized each act and when it happened.
The signed record shows who acted, under whose authorization, and when.
Reconstruction and explanations for affected people
From 2028, Unica will make it possible to rebuild the state the system saw at a given moment (the data, the rules and the authority in force) and who or what touched each piece of data.
From 2028, it will also make it possible to explain what happened to the people affected by a decision.
Why it matters
Chile’s Ley 21.719, published on 13 December 2024, covers automated decisions and the right to an explanation. It applies from December 2026, unless the pending postponement passes.
From 2 December 2027, the EU AI Act requires event logging, human oversight and explanation for high-risk systems.
A person complains about a decision made eight months ago. From 2028, the data and the rules of that day are rebuilt, not today’s.
