Who authorized that approval?

The same question an executive or a public official is asked today: who authorized it, under which rule, and how it is proven.

The situation

Two examples from the industry pages.

Illustrative exampleBanking and finance

A risk manager authorizes an agent to work the applications for a consumer credit line.

Illustrative exampleGovernment and multilaterals

A head of service authorizes an agent to process the applications for a subsidy.

The four steps, in the banking example

  1. Authorization

An identified manager authorizes the agent for one function. That authorization is revoked with immediate effect.

    Today

  2. Agent act

The agent approves, declines or escalates under that authorization, and each act stays tied to the person who gave it. Refusal of acts outside that authority comes in 2027.

    Illustrative example

The agent approves one application and escalates another to an analyst; both acts stay tied to the manager who authorized it. In 2027 refusal of acts outside authority arrives: an approval above the delegated amount will not go through.

  3. Signed record

Who acted, under whose authorization, and when. Every record is signed: a later alteration breaks the signature.

    Today

  4. Verification

Today, the signed record stays in the bank’s own cloud. Verification on one’s own machine, without access to Unica, comes with the verifiable evidence package: as a service in 2027 and as a product in 2028.

    Illustrative example

With the evidence package, the supervisor verifies on its own machine the approvals of the quarter in which the agent took part.

Who asks for proof

Internal audit, the external auditor, the supervisor or the comptroller’s office, and the person affected by the decision.

Illustrative exampleBanking and finance

A customer complains to the supervisor about a decline from eight months ago. From 2028, the data and the policy of that day are rebuilt, not today’s.
